The Malaysia International Scholarship (MIS) is an initiative by the Malaysian Government through the Ministry of Higher Education to attract top international talents from around the world to pursue full-time postgraduate studies (Master's and PhD) at leading Malaysian public universities and selected private higher education institutions. This scholarship aligns with Malaysia's aspiration to become a global centre of academic excellence by attracting, motivating, and retaining talented human capital. Scholars enjoy Malaysian hospitality and world-class higher education while conducting research in Malaysia.

The scholarship covers full tuition fees paid directly to the university for the entire sponsorship period and a monthly living allowance of RM1,500 (approximately $360 USD), paid every four months upon submission of progress reports. Priority is given to fields such as Science and Engineering, Business and Social Sciences. The scholarship is tenable for the normal duration of the program (up to 2 years for Master's, 3-4 years for PhD), renewable annually based on satisfactory academic progress.

Eligibility Requirements

  • Citizens from recipient countries (ASEAN: Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Myanmar, Philippines, Singapore, Thailand, Vietnam; Commonwealth countries across regions; others: Afghanistan, Libya, Albania, Morocco, Algeria, Palestine, Azerbaijan, Qatar, Bahrain, Russia, Brazil, Saudi Arabia, Chile, Senegal, China, Serbia, Egypt, South Korea, Georgia, Sudan, Hong Kong, Syria, Hungary, Tajikistan, Iran, Timor-Leste, Iraq, Tunisia, Japan, Turkiye, Jordan, Turkmenistan, Kazakhstan, United Arab Emirates, Kosovo, Uzbekistan, Kuwait, Yemen, Kyrgyzstan - full list in guidelines)
  • Intend to pursue full-time Master's/PhD studies in Malaysia or currently pursuing full-time postgraduate studies in Malaysian public universities/selected private institutions with at least two (2) semesters remaining
  • Not more than 40 years old for Master's, 45 for PhD at time of application
  • Academic qualifications: CGPA 3.00 / 2nd Class Upper (Honours) or higher at Bachelor's for Master's applicants; CGPA 3.00 / excellent at Master's for PhD
  • English proficiency: IELTS band 6.0+, TOEFL PBT 550+, or previous degree(s) with English as medium of instruction
  • Written research proposal (min. 1,000 words) relevant to field (for Master's by Research and PhD only).
