Russian Government Scholarship for International Students
The Russian Government Scholarship, also known as the Government Quota Scholarship, is a fully funded program offered by the Russian government to international students for studying at Russian universities, colleges, and research institutes. It covers full tuition fees for the entire duration of the chosen program, including preparatory Russian language courses if needed for non-Russian speakers. Additionally, it provides a monthly stipend equivalent to that of Russian students and subsidized dormitory accommodation (typically 2,500-3,769 RUB/month). Students are responsible for travel, health insurance, and other personal expenses.
The scholarship supports a wide range of fields, from medicine, engineering, IT, to arts, pedagogy, and more. Programs are primarily taught in Russian, with preparatory year available. The selection is competitive, conducted in two stages: first in the applicant's home country via Rossotrudnichestvo or Russian embassies, followed by university review. Annually, up to 30,000 spots are available across participating institutions.
For the 2026-2027 cycle, applications were open from September 15, 2025, to January 15, 2026 (December 15 for CIS countries). Applications are submitted online via the official portal, with up to 6 universities selectable by priority. Selected students receive visa invitations from May-August.
Eligibility Requirements
- Foreign citizens and stateless persons (dual Russian citizens must reside abroad permanently and hold no Russian diplomas)
- Completed secondary education for undergraduate/specialist; bachelor's for master's; master's for PhD/residency
- Age typically under 25 for undergrad, higher for advanced levels (varies)
- Pass competitive selection: portfolio submission (passport, transcripts, achievements), possible interview/test in home country
- All documents translated to Russian and notarized if required
- No prior enrollment in Russian state-funded programs at same level
