The Stipendium Hungaricum Scholarship Programme, launched in 2013 by the Hungarian Government, is a prestigious fully-funded scholarship for international students from partner countries to pursue higher education at Hungarian universities. Supervised by the Ministry of Foreign Affairs and Trade and managed by Tempus Public Foundation, it offers around 900 full-degree and partial study programmes across all fields at 30 Hungarian higher education institutions, primarily in English. The programme promotes the internationalisation of Hungarian higher education and fosters global academic ties, with studies starting in September 2026 for the current cycle. In 2025, it received 80,000 applications and awarded over 4,500 scholarships. Benefits include tuition-free education, monthly stipend (HUF 43,700/~EUR 110 for non-PhD, 12 months/year; higher for PhD), accommodation contribution (free dormitory or HUF 40,000/month), and medical insurance (up to HUF 65,000/year + statutory coverage). Duration varies: 2-6 years for full degrees, 1 year for preparatory/non-degree. Note: contributions require additional personal funds for living costs.

Scholarship holders receive a European-recognized degree and student ID, with opportunities for Hungarian language preparatory courses. Partial exchange studies (1-2 semesters) are available for certain applicants. The programme emphasizes academic focus, with entrance exams required (min. 56/100 points). Results are announced by June/July 2026, with mandatory acceptance by August 1. It operates via bilateral agreements with over 100 sending partners on five continents.

Eligibility Requirements

  • Citizens/nationals of eligible Sending Partner countries (must match citizenship; list in Call annexes.
  • Meet Host Institution entry/language requirements (proof required, e.g., English proficiency).
  • Born before 31 August 2008 (under 18 ineligible except Dance programmes).
  • Apply for up to 2 programmes from ~900 eligible ones at 30 Hungarian HEIs.
  • For self-financed Hungarian HEI students (same level): university recommendation + above-average GPA ("összesített korrigált kreditindex" > "szakátlag").
  • Submit complete online app + docs (motivation letter, transcripts, passport, etc.) by deadline; medical cert post-nomination.
  • Exclusions: Hungarian citizens (incl. dual), refugees/asylum-seekers, applicants for PhD in same round (separate call), former SH holders re-applying same/lower level without conditions, multiple apps, false info.
